raise an eyebrow（初級）

“Some consumers may reasonably raise an eyebrow at claims of low prices.”

低価格という主張に懐疑的になる消費者がいるのも無理はない。

意味

眉を上げる、つまり「懐疑的になる・驚く・怪しむ」という意味の表現です。片眉を上げるしぐさが疑いや驚きを示すことから来ています。raise eyebrows（複数形）だと「世間の注目・批判を集める」というやや強い意味になります。
